Samsung Galaxy Note II (Sprint)


The Galaxy Note II for Sprint ($299.99 direct) is many things, but above all, it's the most?phone there is. It gives you more screen, more processor, and more OS than just about any other phone out there. It's also a significant improvement over the first Galaxy Note?, thanks to a faster quad-core processor and the Android 4.1 "Jelly Bean" OS, not to mention a host of Samsung-developed note-taking software improvements. If you think other phones are too small, and prefer something big enough to double as a miniature tablet that (barely) fits in your pocket, the Galaxy Note II reigns supreme. It's the first recipient of our new Editors' Choice award for phablets (phones with screen sizes ranging from 5.0 to 6.9 inches). That said, Sprint's lack of LTE coverage continues to be a problem.

Editors' Note: The Sprint, AT&T, and T-Mobile versions of the Samsung Galaxy Note II are all very similar, so we're sharing a lot of material between our reviews. That said, we're testing each device separately, so read the review for your carrier of choice. The slideshow below is for the T-Mobile version, which is visually identical aside from the carrier name in the notification bar, and the logo on the plastic back panel.

Design and Screen
Visually, there's almost no difference between the various versions, aside from a Samsung logo (not Sprint, oddly enough) on the back panel instead of a carrier name.?The Galaxy Note II measures 5.95 by 3.17 by 0.37 inches (HWD) and weighs 6.34 ounces. That's roughly an inch taller and half an inch wider than even big smartphones with 4.5-inch and greater screens. It's just as thin as those, though, which helps a lot. It's made entirely of plastic with the exception of the glass screen. But unlike some other Samsung handsets, the Galaxy Note II looks and feels refined, thanks to the classy, faux-anodized silver finish and a smoked chrome accent ring around the sides. You can get one in either gray or white.

The star of the show is the 5.5-inch, 1,280-by-720-pixel, Super AMOLED capacitive touch screen. The aspect ratio is 16:9 this time, instead of 16:10 like the first Galaxy Note, which had a slightly higher 1,280-by-800-pixel resolution. Either way, the new display is stunning. It's super-bright, with vivid colors and deep blacks, and viewing angles are uniformly excellent. I suppose you could argue that at 267ppi, pixel depth isn't quite as impressive as it is on smaller phones with the same 720p resolution. But rest assured: This screen looks fantastic.

As you can imagine, the screen is large enough for easy typing in both portrait and landscape modes. You even get an extra row of number keys, so you don't have to switch the keyboard mode to enter in digits.?There's a hardware Home button below the screen, flanked by Menu and Back capacitive touch buttons. A Wacom-designed stylus is tucked into a slot under the bottom right edge. The stylus supports 1,024 levels of pressure sensitivity?four times what the stylus in the Galaxy Note supports.

Given its gargantuan size, the Galaxy Note II is difficult to use one-handed?except that, fortunately, Samsung has already thought of this. To that end, it provides a series of toggles in Settings > One-Handed Operation.?You can move the dial buttons to the left or right, for example, and position the keyboard and unlock pattern for easier access.

Connectivity and Voice Calls
The Galaxy Note II on Sprint is a dual-band EV-DO Rev. A (850/1900 MHz) and 4G LTE device with 802.11a/b/g/n Wi-Fi support on both 2.4 and 5GHz bands. I had no problem connecting to a 5GHz, WPA2-encrypted hotspot in the PCMag Lab. We're rating the Sprint version of the Galaxy Note II down half a point compared with the other carrier models, thanks to the lack of Sprint LTE coverage in most U.S. major cities. Without LTE, the phone works as a 3G device, but Sprint's 3G network is the slowest of the major U.S. carriers; download speeds struggled to break just 200Kbps, which puts it closer to 2G than 3G, and many attempts at reaching the Internet timed out altogether in our midtown Manhattan test location.

Voice calls sounded as good as I've ever heard on a cell phone, and essentially matched what I heard with the T-Mobile version, at least through the earpiece; it sounded full, warm, and loud, with no background hiss. I could move my ear quite a bit against the handset and still hear the other party easily, which wasn't possible with the?LG Intuition. Transmissions through the microphone were clear, although a little thinner-sounding than on other carriers. I tested the phone on an extremely noisy street, which the noise cancelling algorithms reduced to a low, steady drone (which was entirely absent in quieter environments).

Calls also sounded clear through a?Jawbone Era?Bluetooth headset. Pairing was simple; tap the Bluetooth icon in the notification bar and the phone immediately looks for new Bluetooth devices. The rear-mounted mono speakerphone sounded clear and loud, and should be fine for use outdoors. We expect good things out of the oversize 3100mAh battery; we're still testing battery life and will update this review as soon as we have a result.

Voice dialing deserves special mention. Samsung's S Voice lets you control the Note by voice. You can wake it up by saying Hi Galaxy, double-tapping the Home button, or by choosing your own phrase. You can also enable or disable handwriting mode, which activates when you pull the pen from the device. In addition to voice dialing?which worked fine over Bluetooth in my tests?you can also text, search contacts, navigate, schedule something on your calendar, add a task, start a music playlist, and update Twitter, all with your voice.

Hardware, OS, and Apps
Under the hood is a 1.6GHz quad-core A9 Samsung Exynos processor and 2GB of RAM. Android fans can rejoice, as the Galaxy Note II is the first Sprint handset to ship with Android 4.1 "Jelly Bean" out of the box. Benchmark results were at the top of the class almost entirely across the board; combine Jelly Bean with a quad-core processor and you get one fast phone. The exception was some gaming frame rate tests, the results of which lagged next to the Qualcomm-powered LG Optimus G, the only other quad-core phone available in America right now. But three separate Optimus G review units overheated repeatedly in our tests, and automatically dialed back the screen brightness to cool down, whereas the Galaxy Note II stayed cool to the touch, no matter how hard I made it work.

Northwest softball seniors go out on top ? Sports ?

COLUMBUS ? For Northwest Whitfield softball?s senior class, Saturday marked the last time they?ll wear the Lady Bruins? blue and orange on the diamond.

For one of them, it was likely the last fast-pitch softball game of her career.

The Lady Bruins sent the Class of 2013?s Karlie Henson, Emily Boyd and Mykeah Johnson off in style Saturday with a dramatic 2-1 extra-inning victory against Madison County to win the Class 4A state championship.

For Boyd and Johnson, this was just the final game in Northwest colors. Boyd has verbally committed to play at Ole Miss ? she is expected to sign next month ? and Johnson is getting attention from college scouts.

Henson said she made a decision to stop her competitive playing days, win or lose, on Saturday.

?I don?t know. Probably,? the teary-eyed second baseman said when asked if she was first to cry. ?I?ve decided not to play in college, so this was my last game. It was really important to me (to win).?

A four-year legacy including more than 100 wins, three Region 7-4A titles and three trips to Columbus would have likely still seemed incomplete without a state championship. In 2009 and 2011, Northwest fell short at the state tournament, finishing third and fourth. In 2010, the Lady Bruins didn?t make it to the final eight.

But after this year?s success, there?s no doubt about the legacy left at Northwest by Henson, Boyd and Johnson.

?They?ve wanted it for a long time ? since they were freshmen,? said junior first baseman Mallory Souther.

Said Northwest coach Jason Brooker, who was in his first year as coach but knew well what the trio had accomplished before his arrival, ?They deserve it. They?ve been busting their butts for three or four years.?

And it happened against the desired foe.

?This was my last year, last time and last chance,? said Johnson, a third baseman. ?We actually wanted to play Madison County because they beat us our sophomore year.?

Henson agreed.

?It just makes it so much better, especially for it to be them who put us out sophomore year,? she said.

In this one, Boyd pitched all eight innings, allowing just one run on five hits and striking out seven.

Maybe it was fitting that the last batter she faced in her high school career was the victim of another Boyd strikeout, something she has done with alarming (to batters) regularity. She eclipsed the 1,000-strikeout mark Thursday in the Lady Bruins? victory against Madison County in the second round of the tournament.

At the time Boyd threw that final pitch, Northwest was trailing 1-0 heading into the bottom of the eighth, and a Madison County win would?ve forced a second do-or-die game right after ? so there was no way she could?ve known her final pitch was a fastball for a swing and a miss.

?I really didn?t (know) at the time,? said Boyd, who was The Daily Citizen?s All-Area Player of the Year the previous three seasons. ?It?s not that I didn?t have faith in my hitters. I knew we?d tie it up, but I also knew it wouldn?t be the ?last? as far as losing.?

She went hitless in three at-bats, and Johnson and Henson also went 0-for-3 at the plate. It didn?t matter, though, because the six juniors in the lineup stepped up both on defense and at the plate.

Aside from the six hits that crew collected, left fielder Macy Weeks and center fielder Colbie Thomas combined to catch three fly balls and shortstop Ashley Conner made two putouts, including one with runners on second and first and two outs in the seventh inning.

?Everyone played a part in it,? Weeks said. ?Emily did awesome on the mound like she always does, but the defense made plays and we got the hits when we needed to.?

With the effort, those who still have one year left let the outgoers know the program would be in good hands next year.

?It?s going to be awesome, and we?re going to continue what we?ve done this year, if not better,? Thomas said.

But Henson, Boyd and Johnson won?t be there in 2013.

After so many wins, and three previous near misses, they wanted to finally get a title and their teammates wanted it for them, even if it took two-and-a-half stressful hours before Bayli Cruse?s walk-off, two-run home run finally clinched it.

?I was out the dugout the minute she hit it,? a choked-up Henson said. ?I was saying all game, ?OK, walk-off home run.? I was just joking.

?Then it happened. I want to say, ?Thank you,? to her for making my season great.?

Health Insurance Companies Are Worried About A Romney Victory ...

mitt romney healthcareWASHINGTON (AP) ? You'd think health insurance CEOs would be chilling the bubbly with Republican Mitt Romney's improved election prospects, but instead they're in a quandary.

Although the industry hates parts of President Barack Obama's health care law, major outfits such as UnitedHealth Group and BlueCross Blue Shield also stand to rake in billions of dollars from new customers who'll get health insurance under the law. The companies already have invested tens of millions to carry it out.

Were Romney elected, insurers would be in for months of uncertainty as his administration gets used to Washington and tries to make good on his promise repeal Obama's law. Simultaneously, federal and state bureaucrats and the health care industry would face a rush of legal deadlines for putting into place the major pieces of what Republicans deride as "Obamacare."

Would they follow the law on the books or the one in the works? What would federal courts tell them to do?

The answers probably would hinge on an always unwieldy Congress.

Things could get grim for the industry if Republicans succeed in repealing the Affordable Care Act's subsidies and mandates, but leave standing its requirement that insurers cover people with health problems. If that's the outcome, the industry fears people literally could get health insurance on the way to the emergency room, and that would drive up premiums.

"There are a lot of dollars and a lot of staff time that's been put into place to make this thing operational," G. William Hoagland, until recently a Cigna vice president, said of the health care law.

Insurers "are not going to be out there saying, 'Repeal, repeal, repeal,'" added Hoagland, who oversaw public policy at the health insurance company. "They will probably try to find the particular provisions that cause them heartburn, but not throw the baby out with the bath water."

The Romney campaign isn't laying out specifics on how the candidate would carry out his repeal promise, other than to say the push would begin on his first day in office. Romney has hinted that he wants to help people with medical conditions, doesn't say what parts of the health care law he'd keep.

Likewise, America's Health Insurance Plans, the major industry trade group, isn't talking about what its members are telling the Romney campaign, though informal discussions are under way through intermediaries. Insurers like Romney's plan to privatize Medicare, and some point out that it looks a lot like Obama's approach to covering the uninsured.

Robert Laszewski, an industry consultant and blogger, says the tension is becoming unbearable.

"I spend a lot of time in executive offices and board rooms, and they are good Republicans who would like to see Romney win," said Laszewski. "But they are scared to death about what he's going to do."

There is no consensus among Republicans in Congress on how to replace Obama's law, much less anything like a bipartisan middle ground on health care, a necessity if the House retains its GOP majority and the Senate remains in Democratic hands.

In contrast, Obama's law is starting to look more and more like a tangible business opportunity. In a little over a year, some 30 million uninsured people will start getting coverage through a mix of subsidized private insurance for middle-class households and expanded Medicaid for low-income people. Many of the new Medicaid recipients would get signed up in commercial managed care companies.

A recent PricewaterhouseCoopers study estimated the new markets would be worth $50 billion to $60 billion in premiums in 2014, and as much as $230 billion annually within seven years.

Under the law, insurance companies would have to accept all applicants, including the sick. But the companies also would have a steady stream of younger, healthier customers required to buy their products, with the aid of new government subsidies. That finally could bring stability to the individual and small-business insurance markets.

At a time when employer coverage has been eroding, government programs such as Medicare, Medicaid, and now Obama's law are becoming the growth engines for the industry's bottom line. The trend seems too big to derail, says Morningstar analyst Matthew Coffina, who tracks the health insurance industry.

"I think it's limited what they'll be able to accomplish in terms of repeal," said Coffina. "We have to remember that Romney implemented very similar legislation" as governor of Massachusetts.

If Romney wins he's more likely to reduce the scope and scale of the law, Coffina added. Possibilities include delaying all or parts of the new coverage, particularly a Medicaid expansion that GOP governors don't like.

The industry has three items in particular it wants stripped out: cuts to Medicare Advantage private insurance plans; a requirement that insurers spend 80 percent of premiums on medical care or rebate the difference to their customers; and new taxes on insurance companies. But CEOs don't share the visceral objection that many Republicans have to a bigger government role in health care.

Industry executives "are Republicans in the sense that they're worried about the bottom line and they want to retain private sector involvement," said Hoagland, the former Cigna vice president. "But some of their bottom line is now driven by Medicare and Medicaid. So it's not like they're red or blue. It's more like purple."

Former Ferrari and Sauber driver, Mika Salo has said that Fernando Alonso is still one of the most favourite drivers in the 2012 Formula 1 World Championship.

Salo said that Alonso has performed tremendously well, in the season until now, even with the car which is not competitive enough relatively to his rivals.

Moreover, he said that the Spaniard has scored points with admirable consistency and has not made any mistakes as compared to his major opponent, Sebastian Vettel of Red Bull Racing who is presently leading the drivers? championship.

?There is a common perception among the drivers that Alonso will win the championship this year. Keep in mind that Ferrari was not competitive at the beginning of the year, but Alonso has led almost the entire way until now,? Salo said. ?He hasn?t made any mistakes throughout the year, which is different to Vettel.?

In addition, he said that Vettel has performed well in the races in which he has started from the front of the grid. Conversely, the 31-year-old has shown excellent pace in the season so far even starting from behind.

?Vettel gets the job done when he is driving alone at the front, but he is not as rational as Alonso in racing situations,? he said.

?Alonso on the other hand would prefer 18 points to none,? he added.

The defending champion has become very strong after claiming his third consecutive victory in the Korean Grand Prix and has a lead of 6 points over Alonso. However, it will be important to note that the Ex-F1 driver, Niki Lauda has said that Vettel has not yet won the title and anything can happen as there are still four races to go.

On the other hand, Romain Grosjean of Lotus has said that the 25-year-old is surely in a stronger position to win the championship and has become almost unbeatable now.

Red Bull and Ferrari are planning to come up stronger in the forthcoming races. It will be thrilling to see how the top two contenders perform in the remainder of the season and who takes the title in the end.

TSMC's 28nanometer process is paying off as it rakes in $168 billion profit in Q3

Everything is relative, so when a chip foundry like TSMC (which produces gear for the likes of NVIDIA) has a bad quarter, that means it only made a $1 billion in profit. Today's numbers reveal that the company has managed to rescue its halting fortunes after turning over $4.8 billion and making a tidy $1.68 billion in profit. The cause of this upswing was that orders for its coveted 28-nanometer process doubled in the period -- repaying some of the $8.5 billion spent developing it and keeping profits just a little over that of its close pal, Qualcomm.

Lady Liberty?s crown reopens to visitors this weekend

For one of the best views of New York, you have to get inside a great lady?s head.

Starting this weekend, it?s possible again as the Statue of Liberty crown reopens to the public on Sunday after a year of renovations. Visitors seeking magnificent vistas of the Big Apple and a glimpse of the famous monument?s inner workings are already snapping up tickets online.

?It?s an experience that stays with you for your entire lifetime,? said Chris Heywood, a spokesman for New York City?s official tourism agency NYC & Company, who still remembers making the climb as a child.

?The Statue of Liberty remains one of the city?s most iconic attractions and there certainly will be a pent up demand for visitors to want to go up and see the crown.?

The renovations promise better access and safer conditions. There are two new staircases, a new elevator inside the pedestal and a lift that will take visitors who are mobility impaired higher into the monument than ever before, said Mindi Rambo, a spokeswoman for the National Parks of New York Harbor.

?For the first time, people in wheelchairs will be able to go up to the top of the pedestal and actually see into the statue, whereas before, the highest level that they ever really got to was the museum level,? Rambo said.

?The lift is brand new, we?ve never had that before and we?re very excited about it.?

There is no elevator service from Lady Liberty?s feet to her head, so visitors must still go up a double spiral staircase to reach the crown. Official pamphlets warn it?s a strenuous journey, but Heywood recalled that it feels short ?when you?re looking forward to a view that?s stunning.?

It takes adults up to 20 minutes to make the climb depending on whether they stop to examine the statue?s inner architecture and copper skin, Rambo said.

?You can see the folds of the robe, the interior of the statue, and many people find that fascinating. They stop to take photos and point things out to their kids like, ?Oh, that looks like the back of her heel,?? Rambo said.

Once at the top, only 10 adults can fit inside the crown, a space that?s much smaller than people expect, Rambo added. Visitors often tell park rangers that they have come because they remember making the trip as a child and want their kids to have the same experience.

?I think part of that is just driven by the ability to say that they have made that climb and to look out into the harbor and, I suppose in a way, to look back in time to when people came on the big steam ships,? Rambo said.

The crown will be open each week from Thursday through Sunday. If you?d like to visit, you must make a reservation through Statue Cruises ? the monument?s ferry transportation provider.

Tickets became available on October 1 and sales have been brisk: just a few dates in December remain available for 2012.

This is the second time in recent years that the National Park Service is reopening the statue?s crown. The attraction was closed after the 9/11 attacks for security reasons and then reopened on July 4, 2009.

The chance to make the climb will give travelers just one more reason to visit New York, which is on track to set another record year for tourism, Heywood said.

Sunday?s crown reopening also coincides with the 126th anniversary of the statue?s dedication.

(AP) ? A scratchy-voiced President Barack Obama powered through a marathon drive to get his supporters to vote Thursday and planned to set an example by becoming the first president to cast his own ballot ahead of time. Republican Mitt Romney spent one of the precious 12 days before Election Day entirely focused on the Rust Belt battleground of Ohio.

With a new Associated Press-GfK poll showing Romney has erased Obama's 16-point advantage among women, the president tried to keep a GOP abortion controversy alive. The risers behind him stacked with female supporters, Obama made a veiled reference to Indiana Senate candidate Richard Mourdock's comment that pregnancies resulting from rape are "something God intended."

"As we saw again this week, I don't think any politician in Washington, most of whom are male, should be making health care decisions for women," Obama said. "Women can make those decisions themselves."

It was the president's first mention of Mourdock's comment at a rally, but Obama said Wednesday night on "The Tonight Show with Jay Leno" that "rape is rape." His campaign also has been intensifying its criticism of Romney for refusing to pull his support for Mourdock, even though the Republican presidential nominee said he disagrees with Mourdock's comment.

Beyond the statement from an aide, Romney and his aides have tried to avoid the subject. While picking up breakfast at a downtown Cincinnati diner on Thursday, Romney refused to answer repeated questions from reporters standing nearby about Mourdock's comment and whether he would call for Mourdock to take down a TV ad Romney filmed for him earlier this week.

At a rally later at the Jet Machine manufacturing company, Romney continued to avoid any talk about abortion but spoke repeatedly about the choices facing American families. He said seniors on Medicare would struggle to find doctors if Obama is re-elected, daughters would face crushing college loan debt and parents would lose choices about where to educate their children.

"This election is not about me. It's not about the Republican Party," Romney told a crowd estimated at 3,000. "It's about America. And it's about your family,"

Romney's campaign reached out to women by sending Ann Romney on daytime's "Rachael Ray" show, where she prepared her meatloaf cakes recipe and took cameras along on a trip to Costco to shop in bulk for family gatherings. Mrs. Romney said that, with 30 mouths to feed, her family always eats buffet-style and that "Mitt is often at the front of the line."

Romney was on a daylong swing through three Ohio towns, sharpening his focus on a state critical to his hopes of winning the White House. The Republican's advisers say their internal data has him tied to win the state's 18 Electoral College votes, but public polling has shown Obama with a slim lead.

Obama, in the midst of a four-state blitz on Thursday, also was scheduled to finish his day in Ohio. Shortly after Romney concludes his evening remarks in Defiance, the president was set to appear 150 miles to the east in Cleveland.

The AP-GfK poll released Thursday shows the presidential race still a virtual dead heat nationally, with Romney favored by 47 percent of likely voters and Obama by 45 percent. That result is within the poll's 4.2-point margin of error.

Although national polls show the race is close, Romney is struggling to overtake Obama in the state-by-state march to racking up the 270 Electoral College votes needed for victory. Romney has far fewer paths to reaching that threshold than Obama, who starts with more states ? and more Electoral College votes ? in his win column. The race is centered on just nine states, where polls show competitive races: Ohio, Florida, Iowa, New Hampshire, Virginia, North Carolina, Colorado, Nevada and Wisconsin.

The president's morning rally kicked off the second day of his 40-hour battleground state blitz. After spending the night on Air Force One en route to Florida, he was heading to Virginia, Illinois and Ohio before returning to the White House.

Shortly after 7 a.m. and less than five hours after ending his day in Las Vegas, Obama was at a Krispy Kreme doughnut shop near downtown Tampa, and minutes later delivered the still warm doughnuts to a nearby firehouse. He said he wanted to come by early ? noting he is not often out this early ? to thank them for all they do.

Obama then spoke to about 8,500 people at a morning rally in Tampa, a swing area of battleground state Florida.

With a full day of campaigning still ahead of him, Obama's voice was already hoarse. But he told the enthusiastic crowd he was "just going to keep on keeping on until every single person out there who needs to vote is going to go vote."

He noted to cheers that he was going to Chicago later Thursday to participate in early voting and that first lady Michelle Obama already mailed in her ballot. Obama campaign spokesman Jennifer Psaki said they hoped his example would send a message to others in early voting states that they should do so as well.

Obama's campaign also announced joint rallies Monday with Bill Clinton in Orlando, Fla., Youngstown, Ohio, and Prince William County, Va. The president also picked up an endorsement from former Secretary of State Colin Powell, a Republican who supported Obama in 2008. Powell praised Obama's handling of the economic recovery, telling "CBS This Morning:" ''I think we've begun to come out of the dive and we're gaining altitude." White House spokesman Jay Carney said the president learned of the endorsement while visiting the Tampa fire station and called Powell to thank him.

If Prop 37 goes into effect, foods that are both "organic" and genetically-engineered will not have any warning labels. Shoppers will then have to choose between expensive foods with an "Organic" label and economical foods with a "Genetically-Modified" label, even though both may contain genetically-modified materials. Foods that are unintentionally produced with genetically engineered material. Right now, about 85% of the corn produced in America is genetically modified (GMd). This includes corn starch, corn syrup, corn bread, and many other corn-based foods. If an organic farmer "unintentionally" uses cheap GMd corn syrup to sweeten his products, then he is doubly exempt, and may still use the "Organic" label on his expensive foods. Benefits the Heat-And-Serve food producers.

Foods made from animals fed or injected with genetically engineered material but not genetically engineered themselves. If a farmer feeds his free-range organic chickens cheap GMd corn feed, he can still call his hens and their eggs "Organic" and charge higher prices for them. Same thing for cows and their milk. Benefits California meat, milk, and egg producers.

Foods processed with or containing only small amounts of genetically engineered ingredients. This clause does not define what fraction or percentage a "small amount" may be. The determination of what a "small amount" will likely be bantered about in civil courts for years to come. Benefits California's civil lawyers.

Foods that are administered for treatment of medical conditions. Obesity is a medical condition, making diet foods exempt from the GMd label. There is a multi-billion dollar a year industry in diet foods in America, and those who make diet foods want to be held exempt. Benefits California's diet food industry.

Foods that are sold for immediate consumption such as in a restaurant. Obviously, this Benefits the Fast Food industry.

Alcoholic beverages. Equally obvious, this clause benefits the California wine producers and anyone running a distillery.

That's pretty much every California food producer. So who gets slammed? Anyone shipping food into California from out of state or overseas, that's who.

Prop 37 is a thinly-disguised attempt to limit competition for California's food producers by arbitrarily declaring that only foods produced in California are worth buying.

We don't need another Nanny Law.

Indian state of Tamil Nadu unveils new solar energy policy

Southern Indian-state of Tamil Nadu has launched a new solar energy policy that is envisages generating 3,000MW solar power by 2015 and make the state a regional solar energy center.

The policy also lays out that the state has around 300 sunny days in a year and envisages better exploitation of the solar energy by setting up of 1000MW solar power capacity during the 2013-2015 period.

The state government is expected to make mandatory for high tension power consumers like special economic zones, industries, IT parks, telecom towers and other buildings with an area of 20,000m2 or more to buy at least 6% of solar power from 2014.

As per the policy, industries having hot water boiler or steam boiler using fossil fuel, must install solar water heating systems.

The solar power projects will be developed through competitive bidding and investments though state-owned joint ventures will also be considered through competitive bidding with Tamil Nadu Energy Development Agency to be the single window clearing agency for solar power projects in the state.

Microsoft Corp. has big plans in mobile devices, aided by a new version of Windows coming Friday. But it is also making further moves in the living room.

The company on Tuesday is announcing new offerings to connect its Xbox gaming console to an array of devices. They include an app called SmartGlass, along with content partnerships to help smartphones and tablets running Microsoft's latest operating systems act as a second screen for games and other offerings running on the Xbox.

Vladimir Putin joins pajama workforce, decides to work from home

Vladimir Putin's motorcade can shut down Moscow's already jammed streets for hours, much to the chagrin of commuters. So he plans to do more work at the presidential residence.

Russian President Vladimir Putin has finally decided to do something to help relieve Moscow's paralytic, bumper-to-bumper, round-the-clock, city-wide traffic congestion: He's going to drive less and work from home more often.

And that will, in fact, be a really big help, experts say.

"The president is minimizing his meetings in the Kremlin and is preferring to hold them in [his official residence] Novo Ogaryovo to avoid disturbing Muscovites," Mr. Putin's press secretary Dmitry Peskov told the independent Interfax news agency Wednesday.

"There is no substantive difference. If the meeting does not require any kind of ceremony, it is held in the suburban residence. He really has cut the use of motorcades to the minimum in Moscow," he added.

Helicopter rides to work

Prime Minister Dmitry Medvedev's press service simultaneously announced that he will use his own cars less and start taking a helicopter to his job, in the Russian White House in downtown Moscow.

Despite the millions of smoke-churning cars that clog Moscow's main roads, seemingly around the clock, the single biggest problem experts point to is the privilege accorded to the country's two top leaders and the Russian Orthodox Patriarch to have all traffic shut down between their home and workplace every single day.

"It will make a really huge difference if they cut down on their use of the roads," says Vyacheslav Lysakov, chairman of the Free Choice drivers' association, which has been fighting against official privileges on the roads since 2006.

"Every time one of our leaders goes somewhere, the police block traffic on three major roads for up to an hour and a half. It leaves an extremely negative impression on the public, and it's high time it was fixed," he adds.

In Putin's case, the entire 15-mile route between his sprawling countryside estate of Novo Ogaryovo ? a huge parkland containing several palatial buildings on the banks of the Moscow River ? and the Kremlin is completely shut down whenever the president goes to or from work. Once the roads have been closed and traffic sidelined under the watchful gaze of police, one or two decoy cars speed the full length of the route to check for problems, and only then does Putin's 12-car armored motorcade race through at speeds of up to 150 m.p.h..

Junglefrog Cooking Slowcooker chicken, potato and peanut stew ...

As a kid growing up one of my favorite dishes was always a stew my mum used to make. (yes, yes I know I told you she couldn?t cook, but this was so simple even she managed..lol) It was very slowly cooked and in my mind it always took the entire day. Making the whole house smell delicious. These days you have machines that do the thinking for you and allow you to cook dishes at a very low temperature for very long; a slowcooker or crockpot. I only ever made one single dish with this machinery and since it was taking up a fairly large part of my cupboard space in the kitchen I figured I should either use it or give it away.

To me what a slow cooker should be used for more is clever meal planning when you?re on a schedule so I chose to do just that. Tom and I had a product launch (from one of my customers) and would be back home fairly late in the evening around 8 pm. I would have to leave at 1 pm so figured I could get the dish going and come home to a cooked meal. And it worked!

I got the recipe from Kayotic Kitchen and basically followed it as per the instructions from Kay. It?s a simple dish and once in your slowcooker requires no additional work. I definitely want to do more of these dishes, but what I have found sofar is that a lot of them require some in between steps. While that is fine if you?re at home it is less desirable if you want your meal to be waiting for you when you get home. So if you have a wonderful slow cooker recipe, let me know!

(AP) ? Heading into the campaign's final weeks, Republican presidential candidate Mitt Romney is upping his criticism of President Barack Obama's plans for a second term, accusing the Democrat of failing to tell Americans what he would do with four more years. The Obama campaign is aggressively disputing the notion, claiming it's Romney who hasn't provided specific details to voters.

At campaign events, in a new ad and fundraising appeal out Saturday, Romney is setting up the closing weeks as a choice between what he says is a "small" campaign that's offering little new policy and his own ambitious plan to fundamentally change America's tax code and entitlement programs.

The new Romney ad criticizes the president's policies on debt, health care, taxes, energy and Medicare, arguing that Obama is simply offering more of the same. The campaign did not say where the spot would air. The fundraising appeal hits Obama for raising taxes and increasing the debt by $5.5 trillion, repeating the lack-of-agenda criticism.

"Although President Obama won't lay out his plan for a second term, we already know what it will be ? a repeat of the last four years. We can't afford four more years of crushing debt and wasteful spending," Romney says in the letter, adding he has a clear plan to put America on a path to prosperity.

Both Obama and Romney retreated from the campaign trail Saturday to bone up on foreign policy, leaving the work of courting voters to their running mates.

Vice presidential candidate Paul Ryan on Saturday continued the no-agenda theme against Obama at campaign stops near Pittsburgh and in Belmont, Ohio.

"He's not even telling you what he plans on doing," Ryan told a rain-soaked crowd of about 1,100 people at a campground in coal-rich eastern Ohio.

Obama's campaign disputes the notion that the president hasn't outlined a detailed second-term agenda, pointing to his calls for immigration reform, ending tax breaks for upper income earners, fully implementing his health care overhaul and ending the war in Afghanistan.

In a statement sent after Romney's Friday night event, Obama campaign spokesman Danny Kanner ticked through a series of policy items, calling them "just part of President Obama's agenda for a second term."

Obama, at the Democratic National Convention, called for creating 1 million manufacturing jobs over the next four years with a mix of corporate tax rate cuts and innovation and training programs. He has set a goal of cutting the growth of college tuition in half over the next 10 years. He also has called for Congress to pass proposals he made last year that include includes tax credits for companies that hire new workers and funding for local municipalities to hire more teachers, police officers and firefighters.

As for why Republicans would back the same proposals they have already voted against, Obama has told supporters he expects his re-election would "break the fever" on Capitol Hill that led to gridlock during his first term.

Vice President Joe Biden made a diagnosis of his own on Saturday, saying Ryan had caught "Romnesia," the word Obama used the day before to describe what he calls Romney's changing polices.

"That man is contagious," Biden said of Romney, to loud cheers at a campaign stop in St. Augustine, Fla. "Congressman Ryan caught it as well."

He said the Wisconsin Congressman is now giving a new explanation for cuts in the budget he oversaw and passed in the House.

The president's aides are particularly irked by the questions about Obama's second-term agenda, because they say it's Romney who has failed to provide voters with details. They point to his refusal to provide specifics about his tax plan or outline what he would replace the president's health care overhaul with if he makes good on his promise to repeal the federal law.

An independent group backing Obama, though, is trying to renew attention on Romney's tenure at the helm of the private equity firm Bain Capital. The group, Priorities USA Action, is re-airing an ad about an AMPAD plant in Marion, Ind. That spot features former employee Mike Earnest recalling being told to build a stage from which officials of the office supply company later announced mass layoffs.

He says, "It was like building my own coffin." That ad first aired in battleground states in the summer.

Romney aides have said AMPAD was a struggling business to begin with, and Bain overall created many more jobs than were lost.

That ad will air in Colorado, Florida, Iowa, Ohio, Nevada, Virginia and Wisconsin. The new campaign will be in addition to a $30 million effort against Romney policy proposals, the group said.

Monday's debate in Boca Raton, Fla., with its focus on international affairs, is the third and final between the two rivals and comes just 15 days before the election.

Obama left Friday for Camp David, the presidential hideaway in Maryland's Catoctin Mountains, where he is huddled with advisers preparing for the debate. Among those with him are White House senior adviser David Plouffe and senior campaign strategist David Axelrod. Aides say Obama was also being assisted by National Security Adviser Tom Donilon and former Obama aide Karen Dunn.

Romney was also with aides preparing for the debate, spending the weekend in Florida.

Both campaigns are heavily targeting Florida and its 29 electoral votes ? the most of any tossup state. It was the second day of a two-day Florida swing for Biden, which overlapped a two-day swing by Ryan. Romney's wife, Ann, was also in Florida Saturday and First Lady Michelle Obama planned a visit Monday, ahead of the presidential debate that night in Boca Raton. The president is planning at least two days of campaigning in Florida after the debate.

Monday's 90-minute debate will be moderated by Bob Schieffer of CBS News. It will be similar to the first debate, with both men standing at lecterns on a stage. Schieffer has listed five subject areas, with more time devoted to the Middle East and terrorism than any other topic.

While the economy has been the dominant theme of the election, foreign policy has attracted renewed media attention in the aftermath of the attack on the U.S. Consulate in Benghazi, Libya, that killed four Americans, including U.S. Ambassador Chris Stevens.

Obama had ranked well with the public on his handling of international issues and in fighting terrorism, especially following the death of Osama bin Laden. But the administration's response to the Libya attack and questions over levels of security at the consulate have given Romney and his Republican allies an issue with which to raise doubts about Obama's foreign policy leadership.

Romney has spent large amounts of time off the campaign trail to prepare for the upcoming foreign policy debate. Aides say the additional time preparing is well-spent even if it comes at the expense of public events.
