Outdoor fun in Torquay for this year's Activity Week

It was that time of year again! For this year?s Blind Veterans Activities Week, 11 members from Brighton Centre headed down to Torquay for four days of outdoor fun.

Organised by the Blind Veterans Sports and Recreation team, our members got to try out a range of sports from rock climbing, raft building and coasteering to having a go on zip wires. They then took an overnight river trip, canoeing along the River Dart and then setting up camp, which involved building their own shelters using hammocks and tarpaulin, as well as brushing up on their bush craft skills!

The fun didn?t stop there. Once back in Brighton, our members were treated to a day of horseback riding and bowling, finishing off the non-stop week with a meal in Brighton marina and fancy dress party.

On August 29, 2012, the SEC proposed rules to permit general solicitation and general advertising in securities offerings under Rule 506 of Regulation D and Rule 144A of the Securities Act, as required by the JOBS Act. Rule 506

Under proposed rules, a new Rule 506(c) would be added, permitting general solicitation and general advertising to offer and sell securities if:

  • The issuer takes reasonable steps to verify that the purchasers are accredited investors?(www.practicallaw.com/0-382-3212).

  • All purchasers of the securities are accredited investors because:

    • they fall within one of the categories of accredited investors under Rule 501; or

    • the issuer reasonably believes that the purchasers fall within one of the categories of accredited investors at the time of sale.

Whether steps taken to verify accredited investor status are reasonable would be an objective determination, based on the particular facts and circumstances of each transaction. The SEC chose not to include in the rules uniform verification methods or a non-exhaustive list of methods on the theory that either would be impractical, inflexible and ineffective to apply to all situations.

Instead, the proposing release suggests several factors that may be considered, including the:

  • Type of purchaser and the type of accredited investor that the purchaser claims to be.

  • Amount and type of information that the issuer has about the purchaser.

  • Nature of the offering, including the manner of the solicitation and the terms of the offering.

The SEC suggested that factors should work together in increasing or mitigating verification steps. For example, a solicitation to registered broker-dealer purchasers would require fewer verification steps than a widely disseminated e-mail or social media solicitation with natural person purchasers. In the case of a widely disseminated solicitation accessible to the general public, the SEC does not believe that an issuer has taken reasonable verification steps if it required only that an investor check a box in a questionnaire or sign a form, absent other verifying information about the investor.

The SEC also viewed favorably suggestions by commentators relating to reliable third-party verification services and requiring a high minimum investment amount in a Rule 506(c) offering as examples of good verification steps. In any event, it would be important to retain adequate records that document the verification steps taken.

If an investor in a 506(c) offering does not actually qualify as an accredited investor, the issuer would not lose the ability to rely on the 506(c) exemption for that offering if the issuer took the reasonable verification steps and reasonably believed that investor was an accredited investor.

As now proposed, the rules would preserve the existing Rule 506 as a separate exemption so that companies conducting 506 offerings without the use of general solicitation and general advertising would be exempt from the new verification rule. The proposing release confirms that the reasonable belief standard for accredited investor status in Rule 501(a) remains unchanged by the JOBS Act.

The proposal does not amend the Section 4(a)(2) exemption.

Form D

Form D?(www.practicallaw.com/2-382-3490) would be revised to add a separate field or check box requiring issuers to indicate whether they are claiming an exemption under Rule 506(c).

Rule 144A

Rule 144A would be revised to permit securities to be offered under Rule 144A to persons other than qualified institutional buyers?(www.practicallaw.com/1-382-3730) (QIBs), including with the use of general solicitation or general advertising, if those securities are actually sold only to investors which the seller and any person acting on behalf of the seller reasonably believe is a QIB.

Regulation S

The proposing release indicates that global securities offerings with a Rule 144A or Rule 506 component in the US and a concurrent offshore offering conducted in compliance with Regulation S?(www.practicallaw.com/3-382-3748) will not be integrated.

Public Comments

The SEC is accepting public comments on the proposed rules until 30 days after publication in the Federal Register.

ABSTRACT It has already been pointed out that the bootstrap can be used to calculate the expected value of perfect information (EVPI) when individual-level data from a randomized controlled trial (RCT) is at hand. However, as mentioned by others, it is not clear if and how such a method can be extended to calculate the expected value of sample information (EVSI). In this article, we provide a nonparametric definition for EVPI and EVSI, which is based on considering the entire population distribution as the uncertain entity for which the current RCT provides partial information. This enables a theoretical justification for using the bootstrap for EVPI calculation and allows us to propose a two-level resampling method for EVSI calculation. What is considered as the sampling unit in this algorithm can range from the individual level net benefits to the full panel of the RCT data for an individual, enabling the analyst to decide on a trade-off between computational efficiency and comprehensiveness in value of information analysis.

New DNA method tracks fish and whales in seawater

ScienceDaily (Aug. 30, 2012) ? Danish researchers at University of Copenhagen lead the way for future monitoring of marine biodiversity and resources by using DNA traces in seawater samples to keep track of fish and whales in the oceans. A half litre of seawater can contain evidence of local fish and whale faunas and combat traditional fishing methods. Their results are now published in the international scientific journal PLOS ONE.

"The new DNA-method means that we can keep better track of life beneath the surface of the oceans around the world, and better monitor and protect ocean biodiversity and resources," says PhD student Philip Francis Thomsen from the Centre for GeoGenetics, Natural History Museum of Denmark, University of Copenhagen.

Marine ecosystems worldwide are under threat with many fish species and populations suffering from human over-exploitation, which greatly impacts global biodiversity, economy and human health. Today, marine fish are largely surveyed using selective and invasive methods mostly limited to commercial species, and restricted to areas with favourable conditions.

However, researchers at Centre for GeoGenetics now lead the way for future monitoring of marine biodiversity. They have shown that seawater contains DNA from animals such as fish and whales. The species leave behind a trace of DNA that reveals their presence in the ocean based on water samples of just half a litre.

From freshwater to seawater

The development of the novel DNA monitoring approach was accomplished by PhD student Philip Francis Thomsen and Master's student Jos Kielgast from the Centre for GeoGenetics headed by Professor Eske Willerslev. In December last year, they showed that small freshwater samples contain DNA from several different threatened animals, and after having published these results they began to focus on seawater. Here it also proved possible to obtain DNA directly from the water, which originated from local species living in the area.

"We analysed seawater samples specifically for fish DNA and we were very surprised when the results started to show up on the screen. We ended up with DNA from 15 different fish species in water samples of just a half litre. We found DNA from both small and large fish, as well as both common species and rare guests. Cod, herring, eel, plaice, pilchard and many more have all left a DNA trace in the seawater," says Philip Francis Thomsen.

In the other study the researchers showed that it is also possible to obtain DNA from harbour porpoise in small water samples taken in the sea, so the approach is not only limited to fish, but can also track large marine mammals.

A new and efficient method

The study also compares the new DNA method with existing methods traditionally used for monitoring fish such as trawl and pots. Here, the DNA method proved as good as or mostly better than existing methods. Moreover, the DNA method has a big advantage that it can be performed virtually anywhere without impacting the local habitat -- it just requires a sample of water. Associate Professor and fish expert Peter Rask M?ller from the National History Museum of Denmark, who also participated in the study, is optimistic.

"The new DNA method has very interesting perspectives for monitoring marine fish. We always keep our eyes open for new methods to describe marine fish biodiversity in an efficient and standardised way. Here, I look very much forward to follow the DNA method in the future, and I think it could be very useful to employ in oceans around the world," says Peter Rask M?ller.

The researchers also see great perspectives in the method for estimating fish stocks in the future.

Why no safe zone in Syria, yet? 5 complications

The idea of a safe zone for refugees in Syria was first proposed several months ago, but the flood of people entering Turkey ? as many as 5,000 a day for the past 10 days ? has ratcheted up the pressure for such a zone?s creation.

The UN refugee agency announced on Aug. 28 that as many as 200,000 Syrians may seek refuge in Turkey alone. Turkey says its threshold is 100,000, and it is leading the call for a safe zone so that Syrians can safely remain inside Syria.

But it?s complicated and carries risks that make the international community hesitant to implement it. Here are some complications:

1. It is a big promise to make.

By creating a safe zone, whether under the auspices of the United Nations or with a coalition of countries, the parties involved are vowing to provide safety, and committing to do whatever it takes to maintain it. ?Whatever it takes? can be a slippery slope that could draw other countries fully into Syria?s conflict.

2. It constitutes a military action.

The Srebrenica massacre, when outgunned peacekeeping forces stationed around the town were unable to stop Serb forces from killing thousands of Bosnian civilians in 1995, taught the international community that a well-armed security force is essential to the success of a safe zone.

"To be effective, a safe zone requires a serious armed force that can defend it and serious logistics to supply it and that means a lot of military boots on the ground and serious commitment," Emir Suljagic, a survivor of the Srebrenica massacre who had worked as an interpreter for UN forces based in the town, told the Associated Press.

Marc Lynch wrote in a briefing for the Center for New American Security in February that the degree of military involvement necessary would be ?equivalent to direct military intervention.?

In practice, safe areas would require carving out a part of Syria from the sovereign control of the state and providing the military means to defend it. Safe areas could most easily be established and protected in open rural land, but the threatened civilians live in dense urban centers. Creating and protecting urban safe areas would require establishing military control over those areas, which is effectively equivalent to direct military intervention.

But UN military action requires authorization from the Security Council. That?s unlikely to come ? Russia and China have consistently blocked any further action against Assad.

3. There are political costs.

A group of countries ? perhaps the US, Turkey, France, Qatar, and Saudi Arabia, who have been the most vocal critics of Assad ? could go ahead with the safe zone without UN authorization, but that opens the door to accusations of the zone being a guise for a politically or sectarian-motivated intervention, AP reports.

"Since the powers that would establish any safe zone are also calling for Assad's ouster and supporting the Syrian opposition, a so-called humanitarian mission could easily be construed as the first step in regime change managed from the outside. There would be concerns about whether Syrian rebels are using any foreign-protected camps to stage attacks on regime forces, which in turn could try to launch long-range artillery or air strikes on those same locations inside Syria.?

Additionally, the safe zone would likely also become a base from which the Free Syrian Army could plan and execute attacks. Maintaining a safe zone being used by rebel forces to wage war amounts to taking a clear side in the Syrian conflict.

4. It would require a no-fly zone.

World leaders, such as French Foreign Minister Laurent Fabius, have acknowledged that a safe zone would be impossible without implementing a no-fly zone over that area.

Implementation would require backing from countries like France and the US. The US has shown little interest in providing the military support needed to enforce a no-fly zone, Reuters reports, although Secretary of State Hillary Clinton said earlier this month that it was an option.

The reticence likely has to do with the fact that implementing a no-fly zone comes with the implicit threat of military action if it is violated. It is ?tantamount to war,? Andrew Exum of the Center for New American Security wrote last week.

As I explored in a piece for the United States Naval Institute, imposing a no-fly zone in Syria would likely mean conducting intensive Suppression of Enemy Air Defense to destroy Syria?s air defenses and air force. Even a partial no-fly zone would likely require some strikes outside its limits in order to degrade Syrian airfields, early-warning radars and mobile or semi-mobile air defense systems.

Imposing even a partial no-fly zone would be tantamount to war, just as arming Syria?s rebels would be an act of war, and constitute foreign engagement in the Syrian civil war, and their success would rely on the combustible cocktail of passion, reason, and chance that all wars do.

As Mr. Lynch wrote in his briefing, a no-fly zone is a military action, and it is a commitment to further military action.

Additionally, any proposal for military action needs to be understood in a fully comprehensive manner. A no-fly zone (NFZ) cannot be established without some air strikes to eliminate air defenses. Any air strikes would require an NFZ that would allow freedom of action by the forces involved. Supporting ground forces or protecting safe areas or humanitarian corridors would also require an NFZ to provide the necessary mobility and operational support. None of the options usually proposed are truly discrete policy choices. While no prominent policy expert is currently proposing the deployment of Western ground forces into Syria, the debate over military action cannot ignore the prospect that the failure of less direct forms of intervention would lead to calls for an invasion.

5. Why not maintain the status quo?

Turkey has been firm that it is unwilling to risk a repeat of 1991, when Iraq?s Gulf War sent a flood of Iraqi Kurd refugees into Turkey. ?Turkey?s lesson from the early 1990s is that if you let a large number of refugees come in, they end up being your problem only,? Soner Cagaptay, a Turkey expert at the Washington Institute for Near East Policy (WINEP), told The Christian Science Monitor.

Turkey is close to reaching its self-prescribed threshold of 100,000 refugees with no sign of the numbers abating. It has been forced to hold thousands of people just over the border on the Syrian side, where they are receiving food, water, and some medical attention. The corridor has become an unofficial safe zone.

Why not continue with that?

The Monitor reports that an internationally recognized and implemented safe zone would be a stronger deterrent to any regime attempts to attack displaced civilians and would also provide greater reassurance to stranded Syrians that they are safe in Syria and do not need to cross over into Turkey or other neighboring countries.

Five Back-to-school Dating Tips for Boomers | Socyberty

Honk if you?ve ever had this dream: your late-middle-aged self is planted right in the middle of that Psychology 101 course you took your freshman year of college ? and not only haven?t you read the day?s assignment, the professor is about to hand out the midterm exam and you haven?t so much as cracked a book all semester. Nightmare? or accurate recollection of days long gone? It needn?t be either, actually. The fact is, boomers are heading back to school in increasing numbers, meaning you can experience this priceless bit of embarrassment in real life (albeit hopefully better prepared this time and with most of your clothes still on).

According to the American Association of Community Colleges, 13 percent of the 11.7 million people who were community college students in 2009 were over the age of 40 ? and cutting off the lower edge of that age range accounts for at least a few hundred thousand (and possibly as many as a million) boomers over 50. About 60 percent of all students were enrolled part time, and a whopping five million took non-credit courses, meaning they matriculated purely for the social life on campus and a love of learning rather than as a necessity to train for a new job. (Experts say that the vast majority of boomers heading back to school choose community colleges, which are cheaper and more commuter-friendly than the usual four-year ?prestige? schools.)

According to Nancy Merz Nordstrom, author of Learning Later, Living Greater: The Secret for Making the Most of Your After-50 Years, boomers take non-credit courses mainly for three reasons: ?One, they want to keep their minds active and healthy now that they no longer have the stimulation of working; two, they want to learn fun things they never had time for earlier in life; and three, they want to socialize with other like-minded adults who love learning.??

So let?s say you?ve decided to head back to school, both to indulge your joy in learning and to meet (and possibly date) those like-minded adults. What should you watch out for? Here are a few tips:?

1. Love your subject. Probably the worst mistake a back-to-school boomer can make is to choose a class based purely on the caliber of people he or she expects to meet there rather than being genuinely interested in the subject matter that?s being taught. If you?ve always been fascinated by ancient Egyptian civilization, you?ll enjoy that History of Hieroglyphics class even if it?s devoid of eligible singles. If economics bores you to tears, don?t bother taking a course in it. Your disdain for the subject will be evident to others who share your class? and in any case, they?ll be too focused on learning how to make money to pay any attention to you.?

2. Stick with your own age group. Enrolling in a class full of young students when you?re pushing 60 might seem like a way to recapture your youth, but it?s really a surefire formula for social isolation and a less-than-ideal learning experience if you don?t do a little research first. Says Nordstrom, ?selecting a program that focuses on working adults makes things much easier. I first tried a regular undergraduate program and didn?t like it, but once I entered a non-traditional college for working adults, it was wonderful. If you?re 40, 50 or 60, being lumped in with people aged 18 to 20 is, shall we say, a real challenge.??

With choreographed conventions, is something lost?

WASHINGTON (AP) ? As Chris Christie's moment at the microphone neared, delegates to the Republican National Convention were atwitter at the chance to hear the New Jersey governor speak. After all, who knew what might happen? "He doesn't seem to have a filter," said David Shimkin, a delegate from New York.

But the famously freewheeling Christie did in fact have filters: He used a teleprompter, and he read from a speech that has been vetted and approved.

Americans hunger for authenticity ? or, at least, say that they do. The explosion of reality TV is testament to that desire for the unscripted moment (even if that unscripted moment is, well, scripted). So the slick choreography of the modern political convention, while understandable, also seems odd. And, some say, it's actually counterproductive to what the parties say they want to accomplish: generate passion that translates into votes.

"This regard for order, this insistence on order, it's just weird," says Richard Bensel, a professor of American politics at Cornell University.

It's that need to control the message and the messengers that led Texas Congressman Ron Paul to hold his own alternative rally Sunday in Tampa, Fla., drawing a crowd of thousands. "It's exactly what the Republican Party should have wanted ? real spirit, real emotion," Bensel says. "That enthusiasm shouldn't be offstage. It shouldn't be in an independent rally."

But it's the way things work these days. And Robert Lehrman, who was Vice President Al Gore's chief speech writer for three years, says that if he were GOP nominee Mitt Romney, he would insist on an orderly convention.

"You're trying to show a unified, strong party that represents your views," says Lehrman, author of the 2009 book "The Political Speechwriter's Companion." ''And to have those kinds of debates doesn't help the campaign."

"Used to be 30 years ago, you had platform fights, and they would come from the floor and be debated," he says. "Now, they had some platform stuff on CSPAN, where 30,000 people watch it. But 30 million people have no idea about those things."

In the 19th century, the candidates mostly avoided the conventions altogether. In 1860, Lincoln stayed home in Springfield and his supporters did the work. To do otherwise, Lehrman says, "was considered immodest."

Harry Truman was such a terrible speaker that his aides, at the 1948 Democratic convention, decided to give him a list of talking points instead of a speech. To make things worse, just as he reached the stage, a woman rushed up with a cage full of "doves of peace" ? which promptly got loose and, as one aide would later write, "did what pigeons do." The speech went on to be one of Truman's more memorable, but it's hard to forget the pigeons.

There was a time when a rousing convention speech could make history. William Jennings Bryan was a little-known former Nebraska congressman when he arrived in Chicago for the 1896 Democratic National Convention to make a speech in favor of the free-silver movement. Most newspapers covering the event listed him sixth or lower ? if at all.

"He was technically a candidate, but in the way, say, Ron Paul is. Even less than that, actually," says Bensel, author of "Passion and Preferences: William Jennings Bryan and the 1896 Democratic Convention." But after Bryan delivered his now legendary "Cross of Gold" speech, he walked away with the party's nomination ? and a place in the history books.

Sociologist and essayist John Shelton Reed understands that the Republicans don't want another "Pat Buchanan moment" ? the former presidential candidate's infamous "culture war" speech at the 1992 GOP convention in Houston.

"There is a religious war going on in this country," Buchanan thundered from the podium. "It is a cultural war, as critical to the kind of nation we shall be as the Cold War itself. For this war is for the soul of America. And in that struggle for the soul of America, Clinton and Clinton are on the other side, and George Bush is on our side."

"Everybody seemed to agree that was not helpful," Reed says. "They didn't check it in advance, I'm pretty sure."

Christie is famous for speaking bluntly and loudly. But he understands that Tampa is not the place for winging it. In an appearance on MSNBC's "Morning Joe," Christie acknowledged as much. "I don't use text almost ever," he said. "So most of the time I think about what it is I want to talk about, and then I get up there and I talk about it."

Given the venue and the time restrictions, Christie said, "they want you to work off a text, and that's fine." But he noted that former Mississippi Gov. Haley Barbour reminded him that he needed to "be Chris.'"

"If that means I stray a little off the prompter every once in a while," he said, "that's the way it goes."

Christie did not stray much, except to add emphasis or focus his audience. And while he did seem a tad less spontaneous than usual, his delivery ? "I know this simple truth and I'm not afraid to say it" ? was every bit as powerful.

It's that delicate balance ? preparation without overpackaging ? that is so difficult to strike. Rick Andrews, who teaches improv at New York's Magnet Theater, works with businesspeople trying to communicate better. The trick for politicians, he says, is to try to "appear casual, off the cuff ? when you're not."

"We would be shocked if they weren't prepared," Andrews says. "But we also don't want them to appear to be overly prepared."

Republicans, including Romney, have openly mocked President Barack Obama's use of the teleprompter. But Ann Romney, the former Massachusetts governor's wife, seemed relieved to know she would not be up on that stage alone. She told reporters Tuesday that she had "never gone off of a written text."

"I had a lot of input in this, I must say, and a lot of, um, tweaking where I felt like was getting what I really wanted to say and from my heart," she said.

Whatever butterflies she might have had going in, they had flown soon after she took the stage. She even went off script at regular intervals, channeling Oprah Winfrey after a passage about mothers, wives, sisters and daughters: "I love you women, and I hear your voices," she shouted.

Mitt Romney has a reputation for being somewhat stiff. But Lehrman is looking forward to his performance Thursday evening ? particularly given that the GOP nominee has been working with an oratory coach. "I see him being more impassioned and more natural," Lehrman says. "He's been able to fake naturalness better."

And in the process, perhaps, something valuable is lost. That's how Bensel sees it. By sculpting their conventions so carefully, he says, both political parties are missing out on the chance to make history.

"The problem is, when you script the speech, the crowd isn't involved and there's no feedback, there's no spontaneity," Bensel says. "The whole connection between the party rank and file as audience and whoever's speaking is broken. You are just an audience. You aren't a participant in the creation of a political moment."

Why are there so many species of beetles and so few crocodiles?

ScienceDaily (Aug. 28, 2012) ? There are more than 400,000 species of beetles and only two species of the tuatara, a reptile cousin of snakes and lizards that lives in New Zealand. Crocodiles and alligators, while nearly 250 million years old, have diversified into only 23 species. Why evolution has produced "winners" -- including mammals and many species of birds and fish -- and "losers" is a major question in evolutionary biology.

Scientists have often posited that because some animal and plant lineages are much older than others, they have had more time to produce new species (the dearth of crocodiles notwithstanding). This idea -- that time is an important predictor of species number -- underlies many theoretical models used by biologists. However, it fails to explain species numbers across all multi-cellular life on the planet, a team of life scientists reports Aug. 28 in the online journal PLoS Biology, a publication of the Public Library of Science.

"We found no evidence of that," said Michael Alfaro, a UCLA associate professor of ecology and evolutionary biology and senior author of the new study. "When we look across the tree of life, the age of the group tells us almost nothing about how many species we would expect to find. In most groups, it tells us nothing."

Another idea, that some groups are innately better or worse at producing species, similarly fails to explain differences in species number among all of the major living lineages of plants and animals, the life scientists found.

"We know that some groups, like flowering plants or cichlid fishes, have been exceptionally good at producing species during certain periods of their evolutionary history," Alfaro said. "However, when we look at the ages of all of the major groups of plants and animals, these differences in speciation rate are not sufficient to explain the differences in species number that exist in extant groups."

Alfaro and his colleagues studied 1,397 major groups of multi-cellular eukaryotes -- including animals, plants and fungi -- that account for 1.2 million species. Working as "evolutionary detectives," they were able to see whether the groups that split the earliest tended to have the most species. They assigned a "species richness score" to these 1,397 groups, using novel statistical and computational methods they developed.

If age does not explain species diversity, an alternative idea is that a lineage will produce species up until the point that it fills an "adaptive zone" that allows a maximum number of species, Alfaro said. In other words, a lineage of bats, whales or penguins has a maximum capacity that is determined by habitat requirements and competitors.

When an adaptive zone is first colonized, the growth of new species will be rapid, up until that limit has been reached. Once a zone is full, this speciation rate will level off. New species will not emerge until one of two events occurs: First, an existing species may go extinct, in which case it may be replaced. Second, a species within the adaptive zone may evolve a new trait -- sharp teeth, wings, chemical defenses or camouflage, for example -- that confers a significant ecological advantage and takes it into a new adaptive zone, creating opportunities for new species to emerge,Alfaro said.

"Adaptive zones are an old idea in evolutionary biology, but there is little understanding of whether speciation rates or adaptive zones are more important in explaining species richness across the tree of life," Alfaro said. "If adaptive zones control biodiversity at the broadest scales, then the rate of species growth will be a good explanation of species richness only right after a lineage has entered into a new adaptive zone. Once the adaptive zone has filled up, then, no matter how much time goes by, the number of species will not change much."

Thus, these adaptive zones, which Alfaro also calls "ecological limits," serve to restrict the number of new species that can emerge.

"Most of the groups that we studied have hit their limits," he said. "Ecological limits can explain the data we see. What's really driving things is how many times lineages evolve new innovations that move them into new adaptive zones.

"The ultimate goal in our field is to have a reconstruction of the entire evolutionary history of all species on the planet," Alfaro added. "Here we provide a piece of the puzzle. Our study sheds light on the causal factors of biodiversity across the tree of life."

Daniel Rabosky, an assistant professor of ecology and evolutionary biology at the University of Michigan-Ann Arbor is the lead author of the study, and Graham Slater, a National Science Foundation-funded UCLA postdoctoral scholar in ecology and evolutionary biology, is a co-author.

The research is funded by the National Science Foundation and by the University of California's Miller Institute for Basic Research in Science.

In a 2009 study published in Proceedings of the National Academy of Sciences, Alfaro and his colleagues reported that mammals and many species of birds and fish are among evolution's "winners," while crocodiles, alligators and a reptile cousin of snakes and lizards known as the tuatara are among the "losers." That study also showed that new species emerge nearly as often as they die off.

German minister rejects more time for Greece

BERLIN (AP) ? Germany's Economy Minister Philipp Roesler has rejected calls for Greece to get more time to implement economic reforms.

Roesler, the vice chancellor, says Greece needs to stick to the time plan outlined in the bailout deal reached with its creditors.

Greece' Prime Minister had told German Chancellor Angela Merkel at a meeting in Berlin on Friday that his country needs "time to breathe" before it can make all the budget cuts and reforms demanded of it.
